Can you go in and authorize this? One of my engineers just mentioned that if he remembers correctly, the storefront API is needed to allow this to work.

My guess is that since you have a custom template enabled, it did not auto populate with the gift card functionality when it was released. It hasn't been in production for too long so I'd recommend disabling the custom template and seeing if it shows up before re-enabling it.
